The President of the “OPORA ROSSII” Alexander Kalinin announced the main proposals that had been discussed by the State Council. Among them: promotion of small and medium-sized businesses, as the basis of the economy, proposals in the area of taxation. In particular, according to the head "OPORA", it was proposed to introduce a patent for self-employed individuals; transfer to the regional budgets an additional 2% of income tax; to transfer 50% of the proceeds from STS to the municipalities’ budgets; increase the threshold for the STS use from 60 mln. to 120 mln. rubles; increase the value threshold of fixed assets for STS use from 100 mln. to 500 mln.; grant the right to use "tax holidays" for legal entities, individual entrepreneurs and others.
